I have no doubt you could make an RPG/RP experience in Minecraft. I dunno if HeroChat is still around but I managed to create a local area chat with some sort of bukkit plugin a couple years ago. If by chat limitations, you mean the lack of voice chat, it could go either way. Personally, the majority of my RP experience is in San Andreas Multiplayer, which was all chat-based and it does make it easier to play more interesting roles. Some folks feel weird putting on too much of a character over mic for any number of reasons, but text can really free people up.
Also, Heroes may be a useful tool for creating roles and abilities. I'm new to your server but I've gotten the impression only builders can build and such? Heroes could create a similar system with roles if you created classes with different permissions as their skills. Like, only miners have permissions to break dirt, stone, ores, and so on. I believe you'd be able to limit kit permissions using the same function, actually. If that's too limited, organizing Heroes classes/abilities in tandem with McMMO skills/abilities is a winning combination. I used to run a fairly popular server and an RP experience was always a dream of mine but the truest vision for an RP server tends to drive people away if you don't already have that kind of community (which you guys do!).
