there are up and downs to this some +1's
-could make organize bandits much better, could ask for rights for certain time
-Could hold police hostage till your teammate is free

-On the kidnapping parts when a kidnapper asks for a gun for example "Give me a Honeybadger or he dies!" This could be OP (Over Powered) and some people are not willing to give up there loot so the player being kidnapped would die.
-Another reason some Players will attempt to find ways to just raid a random or saying its a police base or a mayor's house/base
- Raids could just make a kos zone to the members an without a REAL RAID and DESTROYING structures, Some would make it a giant war zone and shoot whoever. Same with newbies or kosers you won;t know who is what role and kosers could just shoot in the raid zone and people would think their part of the raid which would be a big issue unless the militia is in a GROUP.
Overall -1 even though is sounds like a good idea but it would cause issues.
Personally im giving it a +0, it seems like a good idea, but would be hard to implement. However I dont think that having more people in a raid would create a kos zone, I think it would be the same. If you have ever seen a raid in seattle, doesn't matter if its 1 or 4 lots of people die. As long as the raiders follow the proper rules it might actually make it better. The more people you have, the more you can put destoying the base as others protect you which would make it go faster.
