The only way I could see this working is getting rid of the safe zones but making it a rule where you can't raid the place. If you do you get perma banned mhawawawa. Just make it very clear and strict not to raid it. Anyone who does raid it well I don't think they should be on the server cause they clearly don't wanna listen. I honestly think a perma would suit this kinda of punishment.
