Changing Mayor Role name to Governer!

I think we should change the Mayor Role name to governer, because Washington is a state, not a town!

Mayor is a city leader not a town leader (can be both)

We could just have a governor for PEI and Washington. It would make it a competitive position to get and a little more power. ( I know PEI would not have a governor, but it's a game people
