people can't drown like irn, i mean you have a oxygen ar and when that ar goes down to 0 you lose 10% hp every 1.5 seconds, which means that it takes 8-15 seconds to you to drown, how can coast guard know when someone is drowning? you would eed to e ale to play wiht "water quality" at ultra to see underwater while on surface

Bandits can use boats on hawaii as much damn water as there is. Coast guard also stop smugglers, do search and rescue, etc.
