New Role: Auctioneer

So the role Auctioneer would be a role that collects items and hold auctions. So a Auctioneer finds a eagle fire and auctions it and people name prices and the person who names a price (The price cant be over 200 its normal price) and who ever names the best price the Auctioneer sells it to that person. They will spawn with a Fedora suit top and suit bottom and 2 crates.
And maybe a colt. Also Auctions must be held in a Auction house.
