Why not just do Criminal

My take on this:
Bandits are seen as people whom are banished and are known to steal and kill.
Muggers are seen as thiefs who aren't afraid to kill if needed.
Outlaws are usually worse than bandits, more renown nationally.
Thiefs on the other hand are known to only take, more so stealthily and without killing.

Out of the options above; if by going literally, I'd suggest Mugger, but the name Thief is more appeal all around.

I suggest Crook as they are also a lawbreaker, but more in between Mugger and Thief.
