I think you should have a system that once you apply for a license you can get rejected depending on if you have any crimes committed during the period of time you where alive or if a head officer say that you may not have a gun legally and when you purchase you keep the license for as long as you are alive.

This, in theory, could be really fun.
Hard to impliment though.

For example, if you have done /rob or /raid in the past 24 hours you have like a 10% chance of being denied a license.
