Rag do i have permission to add a staff aply under age ?

Try getting Team Speak here

Once you download Team Speak it sould have a button in the top left corner which says "Connect" put the pandahut teamspeak ip below
ts.pandahut.net
into the server address tab.
pick a nick name preferred to be near or your in-game name.

Once you connect find a administration (Rag preferably) if he is not online right click people to "poke" them and ask.
