Simple idea for the RP servers.
Bail money goes into a fund instead that can be used to pay off kidnappers and sometimes even hits. Either all of it, or maybe a portion into the fund and the rest towards the arresting officer.

That would ruin the kidnapper role.
Kidnappers kidnap people to make money/loot.

Maybe you misunderstood me? I meant bail money (paid to police to get out of jail), not ransom money. This would actually help kidnappers, since the ransom could get paid much faster.
