Great idea like if your reputation is -150 (Orange Bandit) or maybe -200 (villain) you can be arrested on sight for 5 or 10 mins

What if at a certain reputation players are arestable on sight for being wanted? Just a though.

One bad thing is that they would be arrested over and over for the same thing.

Seems dumb because people who are killing bad guys will be arrested

If your a "good" guy I don't think your reputation will go down to -200

That could be easily moderated, its not common to see a cop or neutral role have -100Rep

I say do it under the police rule, you can arrest if the arrest can be made IRL.
