CONGRESS
If you have ever payed attention the tiniest bit in Social Studies, you would know that there are 3 branches of law. Legislative, [Congress (Senate + H.O.R.)], Executive, (President + Cabinet), and Judicial (Supreme Court). I personally think every 2 months, there would be an election to decide certain players as part of the Congress. If players ever thought a law should be made, they would go to the Congress and they would decide upon themselves whether the bill goes to the Senate or not. If it does go to the senate, the 2 senates must decide whether or not the bill goes to the White House. At that point the president (mayor in this case) has 2 decisions. Veto the bill, or write it into law. Of course, if it is vetoed, the congress can vote and if 2/3 of the United States congress (each house) votes that the bill should not be vetoed, the veto is overridden. If the president does not sign this bill into law within 5 days (Ik, its actually 10 days), the bill automatically becomes law.
COURTROOM
A lawsuit (or suit in law) is "a vernacular term for a suit, action, or cause instituted or depending between two private persons in the courts of law." The term refers to any proceeding by a party or parties against another in a court of law.
On both servers, there should be a courthouse made by the admins and in which there is a judge appointed and maybe the Lawyer role can come back and players can have attorneys. If a player sees someone doing something illegal with/without proof but the POLICE don't, they may file a lawsuit against this person, stating the date/time the crime was commited, their attorney, the crime, and the criminal.
