Sorry, I don't really understand what you are trying say? Something about Bandits not being arrested because the Police are scared? The police can arrest anyone they want with reasonable suspicion of the player breaking a crime.

This is written in the doctor's tab for the RP rules.

'CANNOT be punished or arrested for providing medical assistance to outlaws.'

So in this case, even with reasonable suspicion that the doctor was assisting in committing a crime (raiding in this case), they can't be arrested, as they were hired to do it.
