But then I went back, after I did arrest over and he killed me again and I lost a bunch of guns, and then I respawn go to the gas station where he was and I said "So it's ok if he kills me, but if I kill him it's not ok" People said, it's ok if you killed him so I killed him got my loot back which was KoS loot that he took when he KoS'd me. But after all of that, I get banned? and he doesn't?

lhllhl bigboomfan did get punished for kosing you as well. But what you've done was Revenge Kos which is against the rules, bigboom got a way longer punishment but you need to understand what you've done is also against the rules, hence why the moderator banned you. Next time just contact the moderator and tell them who kosed you and you'll be assisted, don't go and break the rules yourself too as it won't help in any way.
