The reason for this is due to the fact that the makers of Chernarus did not add a Chart image to the map. If an admin spawns in a chart, nothing shows up in the map screen. In order to prevent players from wasting their Bamboo, we set its price to 0, which makes it unavailable in the shop.
We apologize for the inconvenience and will work towards adding a chart image to the map, since we are running a Fixed version of it.
