Oddly enough, I've received in game perks, but after I initially upgraded the first time to the first tier VIP I didn't recieve any bamboo. I contacted a MOD on the server and he said he would get back to me. Upon my own curiosity I upgraded to the VIP+ for an extra $5 and I received 100k bamboo, but still never got the other 80. Upon logging in today on pretty much every roleplaying and PVP/Dedicated server I spawned with no bamboo. I played for about 20 minutes, and gathered somewhere around 2k in bamboo and relogged after restarting steam and still nothing.

I have the in game perks the come with the package but absolutely no bamboo so it's clear I've entered my steam ID correctly.
