There was a solution that a few players have found. To fill your cars you must get to the airport and fill your car next to the gas silo's next to the plane. They filled there apc to 100%. So it wasn't a bug its probably due to the dayz part of unturned. So if you want to fill your cars you gotta get to the airport.

Idk if it was a MP bug only, but today on SP I was able to refuel a Mili Jeep to 100% in Tacoma.
