I have earned 4000 bamboo on the Pandahut #11 (Washington Arena). Isn't that balance supposed to transport to other Pandahut servers? I've been trying to use it on Pandahut #3 (Chernarus).

There are different economies.

Arena (where you have 4k, doesnt transfer)
