Looking at the rules here, im seeing it as an abusable rank. First off, only swat/ higher police officers can stop a hitman. Considering that a vast majority of our officers are basics and dont want to apply (or dont know how to) for a higher rank, This eliminates effectively 90% of the people able to stop a hitman in progress. Also, you may be able to not get hired by the same person in 6 hours time, but what about another person hiring for another hit on the same person? Finally, only 1.5 k for a hit? I prefer when it was 2k+. like on the old server, making it worthwhile to pay for a hit, not like a 5 buck stripper. Consider these options for the hitman....
