As current Police Captain on 10, I feel the need for a higher authority to unite the police ranks together effectively. This leads me to the creation of the ultimate Police Role. The Police Commissioner!! This role would be somewhat like the mayor. He would run on a monthly cycle. Applicants would have to be captain before applying. The twist is.... The mayor chooses a list of applicants to run for police commissioner!! So when the mayor is elected, he has the ability to oust the current police commissioner in place of a better one while the former one will be once again demoted to captain. I feel as if this will bring more unity to PH 10's police force. Also, commissioners would be in charge of all police ranks and if they disobey it will possibly lead to a demotion. Thanks! Also, this is just an idea, feedback is welcome!

I think this idea allows the mayor to be elected by populace, and for their right hand amongst the RPHD to be selected from a group of groomed individuals.
I do very much believe that this role would benefit the stability of the Police force, as the small group of police captains would maintain most of their ideals between mayors, would be more self sufficient during times at which an inactive mayor is in office, and would be able to assist newly appointed mayors in their adjustments, as they would have more experience at that level.

After some careful thought, i would like to hear your ideas of payment for such a role. As it is the duty of the mayor to commit themselves and their earning's to the force.
what kind of spending would a commissioner incur?
would he focus his salary on new members of the force? outfitting them with a patrol car and radio possibly? keeping the members of the force doing their respective jobs?
would the captains under him be assigned to specific districts?
