Mayor's do not have control over lag that's a server issue nice try trying to blame me though lol. Also, you can't enforce build permits as it is not a server rule so good luck on preventing people from building.

captains put kill warrents on everyone even if they dont see it happen to fund their buddy duke, or get 'Free Bamboo' as kill warrents are free.
literally ask anyone on 13&10, (like 2 captains on 13, khaos doesnt do it, 1 other does, like 4 captains on 10, almost all of them do it)
