You can not get rid of license law its a server rule and mayor is not above server rules...

Duke’s full manifesto for 10

Point 1- “Wealth to the people”
Mayor Duke devises to give a lot of the wealth of the state to the common citizens of Washington. This includes both funding to police groups as well as other roles which contributes to Washington.
Funding for:
Shops belonging to builders/armorsmiths/weaponsmiths/chefs – 6K/Shop.
RPPD – 60k
Compensation for raided base – 5k+(if no refund is given by an admin)
Fishermen’s and Hunter’s Lodge – 7k
Music club located in an area away from RP areas- 10k fund

Point 2 – “New laws”
Abolishing the licensing law & making a new, popular law on housing.
Homeless shelters in every town for free
Proposal for a regioned government building where all the new laws for Washington may be found.Builders building this house will be paid generous grants.
Duke will enact a law so that all in-game police stations will become property of the R.P.P.D.
Increasing police wages

Point 3 – “More RP and Democracy”
Construction of a church where the mayor will perform a marriage ceremony.(utilisation of the new ring) Under Duke, all marriages will be free of charge.
Construction of a music club far away from the main RP areas so citizens may wind down & relax.
Any citizens may propose a law on the suggestions area of the PH forums. Any idea which has over 35 votes will be considered for law.
