Related to this topic, it would be somewhat difficult to get every person who joins to be in the mafia (if they were organized.) Not only that, but it also depends on the community themself. Some people might just join the server once, join the group, and never play again. That could cause unneeded stress for the staff of the group as they would have to filter out the active from the inactive every once in a while, while promoting others, assuming there is a promotion system. Not only that, but, like CerealBowl has already stated, bandits are not naturally organized. Forcing them to be in one big group when they may want to branch out and start their own group is unfair and restricting to the playerbase that are bandits.
