Raid timer rule

Once again I would like to properly voice my opinion on the raid timer rule. I have recently started to take on the role of being a swat officer, and I have successfully stopped a couple of raids. During one in fact I was able to find the raid before it had started, and I ended up shooting and killing one of the raiders before the timer had counted down and I was then put onto a 12 hour ban for KOS. I'm not bashing anyone I understand the rule, I just feel it should be altered or adjusted to the fact that this is hardcore RP and you should be acting as if it was real life. I feel if someone with a licensed weapon is able to shoot and stop raiders I think that should be viable as if it was a terrorist attack someone with a licensed conceal carry permit (it's a license in the states that allows you to carry a weapon after you've taken a safety class) would more than likely shoot the terrorist or anyone causing harm to others. Another point branching off is if a police officer knows something is going to happen he will go and deal with a threat if he knows there is one. Whilst doing the /raid command there is a timer alerting everyone to the raid. I feel if an officer is near by then he should be able to kill the raiders before the timer runs out and allows the raid to start.
My two points of this are that if a bystandard with a licensed weapon and the time of the killing should be allowed to stop a raid even if it isn't his/her base. Next point is that officers should be allowed to shoot and kill a raider before the timer runs out.

I am mainly writing this because my base is often raided and it's tedious and time consuming to rebuild. I'd like to see raiding become a lot harder since it's breaking into someone's home, and once again in real life it's pretty hard to get away with. I think if a couple more of these laws were initiated then people would be less likely to raid since they have more threats rather than being safe from cops for (I think 180 seconds) the time allotted before the raid, and bystanders who are willing to risk their lives to stop an act of robbery.

For the first time, i saw what you did in-game. The rule is a heads-up timer to let civilianz go away and police to get ready, when you were banned for this when i witnessed, i saw that you just were mad or something, but this has happened to you more than 2 times right? Plus the license gun reason argument is invalid. People that are not cops or any kind of officer or have a rank referred to a justice law that have a licensed gun, just carry them for self defense. In real life if you pass by and someone is getting mugged and you shoot the bad guy you ARE going to prison for murded the point of having a legal gun in real life it's not to kill everyone that commits a crime, it's to defend yourself from said crime if it affects you. But here is an example: you go down the street and you hear a guy and he says: "yeah i will rob that lady" and you turn and he lady is behond you and you just shoot the guy: you are using your licensed gun incorrecty.
The heads-up rule is for innocents to simply stay the fok away from the raidzone and for cops to get ready. I bet that if we remove the timer a lot of people will comply about how a dude got right next to them, called the raid and killed them right away (including you and me)

Well first off in the United States people aren't going to back down from someone threading their life or even the life of others. A ccp is meant for self defense and the self defense of others around you it's not just meant for you. It's like if you wife is getting robbed. It's not just for you do you see my point. The point is that a ccp doesn't mean self defense for just you as a person it's a way to defend the people around you AND most importantly yourself and the ones you love

The raid timer is going to remain at 1 hour cool down
