Number 2: His cops are FAILING HORRIBLY at their jobs dying 3x at a kidnapping

Number 6: Getting a lot of bad reviews, some guy even called him "kind of retarded"

Number 8: Threatened the local newspaper to change the signs to something good about him
Number 9: DOES NOT listen to what the civilians say about him and make a change)
Number 10:DOES NOT think about his decisions properly and most of them have lead to a fail

I believe civilians have rights to.
