This has been brought up many times before and has been denied each time. (Bandit Leader)
Bandits are more meant to be disorganized mainly because they are the destroyers and keep everyone in check from being too big. Ya dig? If they grouped together who would stop them? The cops would never be strong enough to stop an organized bandit group.

I don't think there is really a need for a Bandit Leader or Bandit King, or anything of the nature. Simply put, if a group of bandits want to be big, they can easily be a big destructive force, with or without a leader type role.
As for saying a group of bandits together is OP against the cops, well, then the Police force needs to up their game. Start organizing and cracking down. It's not the bandits fault for being such a force when the Police aren't doing much to stop them now is it?

It's easy to spot and avoid a cop. The problem is that cops have to go out and find the bandits. Even organized, it's a lot more work to police than it is to rob/raid. Half the bandits aim to kill whenever the chance arises so it's not like they try to RP anyways.

"a cop", yes, I will agree it's easy to avoid a single cop. But with information of the whereabouts of a bandit group terrorizing Washington, and the cops traveling in packs rather than solo, they could really do some hurting on the bandits. It just takes some organizing to whip the common police into a feared force to the bandits. Honestly, I've dealt with a pack of Police chasing me down once before, it can be done. And sure, it might take some more work to find them, but isn't that part of the RP fun?
I also agree that a lot of bandits are simply that role to rob and kill. But there isn't need to kill if the ones being robbed wouldn't put up a fight for a gun/guns or bag. Hence why there is now a rule stating you have to value your life over items. Raids on the other hand turn into a blood bath most the time, and that's no surprise.
