This role is already implemented, if you make an application for mayor and get some community +1's you would be considered for the position.

I know that they control the police. That's about all I can tell you. And that they have bases inside police stations.

If anything they could possibly add "rules" into the system but they must be voted on. Honestly probably just a rule-maker but must get voted in.
