Every time this topic comes up, it gets semi popular, last time it came up it was very popular, but then it just disappears, kind of like net neutrality.

I'm assuming this would take money from the town's balance, which would result in mayors having no money due to lack of police. this would be fun to add in, but not until the police force is strong once again
