Can i arrest someone if they have a swat short, swat pants, and swat backpack on? ( Does the swat backpack count?)

Technically they can since what I found no where in the rules does it say you cannot wear swat/police gear if your not a police officer. But I may be wrong and and missed where it’s stated. I am fairly certain I am correct.

Usually 1 piece of clothing is fine. Mayor laws state how many a civilian may wear, or after a specific amount of items are an automatic arrest.
