Hello Citizens

Today was a great day for Washington! We hosted the Skydiving event, 12 happy citizens glided over Seattle today. Today also marked the birth of the Spades Police Force, and they will be receiving 50K in funding! The final this is KimKat's KimoKation Ammunition Store, they have received 10K in funding. Things are looking up for Washington, and I'm excited about the future.

in other words, no.
It says that you can't do it if they have to pay. They could set up a checkpoint and if you go through without them checking you via /checkplayer, then you can be arrested for non compliance if they give 3 warnings. It's technically possible, but who'd actually want to do that.
