The new laws are really shit to read. The formatting didn't make them easier to read, they made it harder. It's entirely inconsistent throughout, jumping from one style of formatting to another. In addition, the referenced sections don't exist anymore.
If you want to change the laws, how about you consult somebody (me) who has had experience in writing them for past mayors instead of doing it yourself and making it worse. The laws themselves are good but the way you've written them hurts.
