Car Death Match Confusion

I have been seeing several players getting banned for cdm in the past couple days because they purposely run over people (which is against the rules) but then claim that the rules say you can run over people. I believe this part is causing the confusion.

"You CANNOT CDM (Car Death Match). This means that you are NOT allowed to kill anyone riding their own vehicle, not even with a reason. Note: If you get run over while on the road, it's considered your fault for being on the road!"

Many players see this law as an excuse to run over other players when it is just ensuring that if you accidentally run over someone, you won't get banned for that. I do not see a place in the rules where it directly states that running over people is illegal even though it is. This is causing a lot of confusion and I think a tiny addition to this section of the rules will really help. It could be as simple as: Note: Purposefully running over players is illegal. However, if you accidentally get run over while on the road, it's considered your fault for being on the road! I realize that then most people will just start saying it was just an accident when it really wasn't, but hopefully this can help prevent these frequent road deaths. Just a suggestion though. Thanks.
