what needs to happen to license and police

license can be a pain in the but when you don't have them. even cops get arrest for not having them. so i think that police should get a license for every gun in inventory to make life a lot easier and so that new players that play cop don't get arrest because they can't buy a license because they don't have enough money. then the one that arrest them will say then put it away. but how will they do there job.
