MATS and Substances Licenses

(MATS) Mayor Approved Trading Store
As this said in the title it is the Mayor Approved Trading Store. This is to give normal players more of a guarantee to when they get their goods to not get ripped off. To get this license is rather easy but it will run on a 3 strike system, abusing the 3 strike system will get your store will get your store removed from MATS. To get a strike on your store happens when a player reports that they were ripped off or not provided the product, this will be thoroughly investigated via the logs and In-Game reports by other players.
First Strike: Suspensions of MATS license for 7 days.
Second Strike: Suspensions of MATS license for 14 days, Players sent to investigate if store is worthy of MATS license.
Third Strike: Suspensions of MATS license for indefently, Fine of $500 Bamboo, Mayor will be sent to investigate license and store.
Later In-Game Grants of money will be available to players who have the MATS license. More information later.

Sale of substances to the public requires the seller to have a licence. There are four types of licence:
On-licence (eg, pub, tavern, hotel, restaurant, cafe, bar, entertainment venue, train, plane) allows the sale or supply of substances for consumption on the premises.
Off-licence (eg, bottle store, supermarket) allows the sale or supply of substances for consumption off the premises.
Club licence (eg, sports club, RSA, working men's club) allows the sale or supply of substances for consumption on the club premises to members of the club, their guests and members of other clubs with reciprocal visiting rights.
Special licence (eg, for a food and wine festival, wedding in a council hall etc) allows the sale or supply of substances to anyone attending an event, private function, street party, sporting event. Special licences can be either ‘on-site’ for consumption on the premises, or ‘off-site’ for consumption elsewhere.
An on-licence, off-licence, or club licence is granted initially for one year and then can be renewed every three months. Special licences are granted per event or for a series of events.
Licenses will take effect when talked over with Rag.
