Joining the police force needs to be harder.

Don't get me wrong, the police in this situation are a necessary addition to the server. We need them to enforce the law and prevent bandit clans from taking over (although it already happened, but they can try to take the server back at least), but joining the force needs to be more difficult.
Someone was kind enough to post all the laws in this post, so I'm gonna leave it here for reference, if you need it:

So, the reason why I say it should be more difficult to join the police is because the fact that on a both RP servers, the police are completely clueless and very terrible at enforcing the law. The role should require a test on these laws (just a simple fill-in-the-blank or multiple choice test for situations. You can probably do it on a google form.) so that the police officers know to enforce.
After reading the laws list, I've realized even the top-tier R.P.H.D. doesn't even enforce some of these laws, and most other police officers do a horrible job at enforcing the law. This needs to stop, as most people default to bandit now because of how idiotic the police look. As good as the R.P.H.D. is, they can't make up for the fact that half or more or the normal police force is very poorly trained and really, just bad at enforcing the law. This needs to end, and we need an actual police force to come in. Here are the criteria that I recommend should be fitted for a police officer:
- Maturity (At least 14 years of age. If they aren't, they won't be taken seriously)
- Intelligence (Knowledge of the law, how to enforce it, and when to enforce it)
- Capability (Skills in Unturned PvP, actually able to point and shoot in the direction of the enemy properly)
- Loyalty (Unwillingness to just quit or switch away (also not being allowed to without quitting the force))
These three characteristics will help the police force be actually taken seriously, and make people actually fear them rather than see them as a joke. As Bread Roll said, Police Recruit should be added into the game as the default police role, and anyone who has not passed the test (including donators) MUST pass it before getting the ability to be anything higher in the police ranks.
Because this is more of a hassle, police officers should have a higher default payroll AND receive a better kit. The pay should be 300 for a default police officer, 500 for SWAT, 750 for Deputy, and 1000 for Chief. The default kit should contain a Cobra and a Bluntforce, rather than just the normal Cobra and Baton.
Doing this will make the role Police harder to obtain, but more rewarding. This also makes those who join just to kill bandits not allowed into the force, and those who are truly willing to do good for the server to join the force.
I'm sure this new criteria will fit in with the new Hardcore RP rules stated by Rag, and this should make the Police no exception.
