As the police have a team then why not have villain one too?

To start off this is just an idea I'm thinking off and It would be nice to have some feedback.

My idea is to have a team of bandits kidnapper drug lords and what not.

This will be one big group of bandits who will be known of the crimes and make history. I am going to be inviting all villains to unite together and rule Washington against the police <3

And Neutral roles we can use
