Arresting for Raiding

So recently on PH 10 I arrest a player,(Zahn-sumthing idk) and killed him since he pulled a gun. To my dismay a bandit walks up and kills me(Desmond) even though I called arrest over and Zahn is a BODYGUARD. I was told by the current mod (Storage 2 or 3 or something) that I cannot arrest for that even after being told by numerous mods and RP admins that it is a valid arrest for a valid crime since raiding counts as a punishable crime. So even after all of that, the current trial mod on duty decides not to interpret the situation and does a horrible job of interpreting the situation (Storage 2). He doesn't ask anyone on the rules and doesn't even warn or punish the player who KOSed me until I beg him to. Please shine light onto the situation by clarifying the rules on arresting for raiding!
