So me and my friend got both got fined 500 bamboo for speeding and making an illegal U-Turn
Is this allowed?

This is an RP server,It depends on the group rules of the police. Like HPF might have some rules for traffic violation

Yes it's allowed. Almost anything that is illegal in real life is illegal in RP

Was your friend a passenger in the car? Or was he driving a separate car? If he was the passenger the Officer can't give the passenger a ticket.

There should be more clarification but normally I've only seen people arrest for speeding when they are flying down in RP TOWN. Other then that I haven't seen anything else so that's why I guess it's never been a problem. Now if someone gets arrested outside of towns for speeding that's sketchy. Maybe we can clarify that you can only arrest people for driving fast in towns? And do 20mph max in towns? And you can only arrest someone if they are going pretty fast since you can't know exactly how fast they are going. And also have cops put signs up in front of towns saying the speed limit. Just a idea. So they don't go abusing it. I've personally never seen it be abused but it could become a problem.

Is their such a plug in that can be added for the police/swat to check peoples speed limits? That would be a awesome plug in. A speedometer on the car. The regular police car is about 250$ a police car with a speedometer should be 450$ or a hand one.
