Raiding if there is no Bedroll/Cot

If there is no cot/bedroll in a base, should people be able to raid that place because if there is no beds, no one officially owns it. If this was never true and was never allowed, I would like to point out that a past mod told me that since there was no bedroll/cot in the base, people could raid the base and tale the loot in the Lockers and in the Crates.

It is classified as a base if there is lockers in the base, raiding it without the proper command could lead to a ban. If there is nothing in the base (no beds or cots/bedrolls) it is considered a free base and anyone can take it.

Even if a base has no bed in it, if it has any sort of loot storage in it you cant raid it without doing /raid. In some cases, when the base is A: Has like 3 floors and that's it and your trying to make a base, B: Has no loot or bed in it, or C: it is unoccupant and an admin destroys it, you can raid it without doing /raid.
Really, Cause it's always been. A claim flag. Beds. or a sign needed to mark a base which then would need a /raid.
Otherwise if it hasn't had these things you can raid it without /raid.
I haven't seen a rule change so I'm pretty sure this still applies.
