To sum this up in one sentence, this role is the same as Mayor, but is in charge of all Mayor's and has a higher reward rating for kidnap pets than Mayors. Governors also can have any police/guard assistance to help them. They will have a small base to have meetings with the judges and mayors.

Wiki can approve that PEI is a PROVINCE, not a CITY. Province = Canadian States. Governer = Federal Leader of State. Mayor = Local Leader of City. Basically, mayor should only get to control RP town, not the entire map of Pei. Governer would be able to control the entire PEI

That is what I meant. the Governor Role would run the whole PEI and would out-rank Mayor. There would only be one Governor and a couple (3+) Mayors.

It's technically the Mayor just bigger, the mayor already get's all police protection, the mayor controls the whole map, the mayor is worth already 10,000 Bamboo to kidnappers. It's all the same as you've just said.
