Confirmation plx

So i'd like to confirm this as a rule or not:

After 3 warnings in world chat, a police officer has full right to shoot down a vehicle he has warned to pull over. The driver/passengers cannot fire back.

I could've sworn this was a rule. One time I got banned for doing this and I asked rag and he said "No, the server would go to mass chaos if you could shoot people if they didn't comply with warnings" (Quote me on that, I has excellent hearing) but I didn't make a ban appeal. This is total bullshit if this ISNT a rule because in real life, officers can spike the road / knock the car so it can spin out. And since we cant do that in unturned, the closest thing we have is shooting.

You can only warn them to stop if you arrest them, but when you arrest them they can resist by driving away or getting out and shooting you. That is the only time you can shoot their car / players if when all 3 warnings have been given and they do not comply to get out the vehicle and put their hands up. It makes a feel of an actual police chase, as if you arrest them while driving then they will keep driving and you will chase them. Again after the 3 warnings that are given (During an arrest) then you may shoot at the car / players to kill them for not complying.

Unless you have an active arrest on the player you may not warn them to stop. This is why police checkpoints don't work well as they don't have to stop at them. If someone is doing something illegal and got in a car and drove away you must arrest them before asking them to pull over.
