Where can I apply to be in the DPD? Or only people that have friends there can join?

If you guys really want me to post a forum for apply I will I've only recruited the people I've met in game for but I have no problem with creating a forum for applying I just feel the need of a forum to fill out isn't necessary since I'm looking for your in game capabilities and how you preform
