Enclosing a town is pretty much the equivalent to a high security prison. I would rather run a mile chasing someone then have to run laps around a square walled perimeter. Plus the wall isn't necessary to manage the town. With the right funds and tactics you should be able to do it with out the wall.
I also think no one would want to live there since it will be crowded,loud, and possibly a lag problem. D.P.D. Will assist your ideas if you become the mayor but I will want to make some agreements for certain changes
