#13 Court System

Court of Law for #13
For a long period the people of PEI have been denied basic rights when it comes to the Law. I am proposing a new court system which will hopefully improve the RolePlay aspect of Pandahut#13 and the fun.
The Plan
The plan is simple. Finally elect the people who applied for Judge and give them access to the /jail command. When these people get elected they will be able to finally make the punishments for doing crimes against actual punishments instead of “5 minutes of jail for murder”.
(This only applies to the police groups and not the average police rper) The R.C.M.P. (Royal Canadian Mountain Police)
Adding this new system will mean the RCMP of PEI will have to use the actual Constitution Act, 1982 of Canada. Of course I understand some of these will not be included. For example when calling an arrest the arresting Officer must read a simplified version of the RCMP’s right-to-silence caution and the RCMP’s right-to-counsel caution. These will have to be said fully when the person is in custody in the jail. The RCMP are also expected to remain calm and to not lash out if the person being arrested annoys you. You must also give them food and water if they need it, and keep them in a safe area inside the jail (as in nothing that could possibly harm then unless they resisted arrest). You need to allow for their lawyers or yours to talk them. However if they are just a visitor you do not have to let them visit. Failure to do these could result in a law suit.
The RCMP format for dealing with a "criminal":
"You have the right to remain silent and the right to a lawyer"
This way we basically make sure the RCMP is experienced and it is a way to enhance the RP feel to the server.
Suing
As there have been a lot of posts recently with the OP wanting to Sue a specific person/organization I propose the Judge will be able to set a time and date to which the representative of the Accuser and the Accused must be present at. The Accuser will be able to lead his own case or decide to hire a Lawyer. After hearing the demands of the Accuser and the Accused pleading his case the Judge will make his sentence.
Ex.
Dutchy sues Officer Ragnaros for police brutality.
Dutchy pleads his case and sets his demands in the Court to which a Judge will be present. Dutchy will show evidence and/or witnesses which were present at the time.
Ragnaros may then plead his case and prove his innocence or plead guilty.

Let’s say Dutchy said he wanted retribution from Ragnaros. The Judge will then agree or disagree with the terms for time of jail time or other lawfull action.
If the Judge does not agree he will discuss with Dutchy and Ragnaros.
Guilty
Ragnaros pleads guilty, then he will serve the time wich was in the terms.
Innocent
Ragnaros shows compelling evidence that Dutchy’s statements are false. Then the court is adjourned and everyone continues.
Procedure
Before each trial a format must be filled in by the person suing on the Forums. The Judge's of #13 and #10 will then discuss privately on steam whether this case will be accepted or not. The format being:
Your name:
The person you are suing:
The reason you are suing this person:
Time/Date of the incident:
Lawfull action you are seeking:
Courthouse
I also suggest the addition of a Safe zoned courthouse where the lawsuit will be dealt with. The Courthouse will be built by me or others which I instruct. The courthouse will feature:
The Court hall
Entrance
X Amount of Jails
2 Meeting rooms
Judge Office
The Jails inside the Courthouse ultimately being the jails in which the guilty will be imprisoned.
These are all just suggestions and may change whether the people want them too.
Lawyer
For this “project” to work we will need the return of the Lawyer role. The role will however not be a MVP+ Role but a role to which a person should apply for using the format beneath

Applying for Judge
As said in the format post to apply for Judge:
If a judge is caught abusing / being biased he will be instantly demoted.
Requirement: you MUST be any type of higher police ranking (Such as chief / deputy / captain / swat.
Applying for Lawyer
If a lawyer is caught abusing / being biased as in on purpose making the person he is defending look bad he will be punished for his act.
Requirements: This role is Applyable on the forums and as of now no requirements have been set.
