New Wipe System + Addition to Police ranks.

Greetings,
I've made a couple of changes towards the RP servers and those are the following:
Police ranks + SWAT permission to buy more vehicles
-Chief's may now buy the Commander and Coaster
-Deputy's may now buy the Commander, Coaster and Bouncer
-Captain's may now buy the Commander, Coaster, Bouncer and Skipper
SWAT's may now buy the Commander, Coaster and Bouncer
New Wipe System
Due to the amount of building that is being done our RP servers we will from now on have a full map wipe every week or two weeks (This hasn't been fully decided yet, we will see how quick the servers require a wipe).
Players will now be able to do /event Wipe to have exact information on the amount of weeks, days and hours they have left until the map gets wiped. There will be a map wipe in 2 days so look out for that! After that map wipe we will follow a 2-week or 1-week wipe cycle.
