You no longer need + rep for higher police ranks!

Greetings, we've recently been using the reputation system to apply as a higher police ranking on #10 but we've encountered a lot of issues so until the rep system gets tweaked by nelson we've taken away the requirement to have a certain amount of reputation to apply as a higher police ranking. Hopefully that'll get rid of most of the issues, thanks for your time.
