The main reason why there is no editor buildings there is because they lack in detail. Player built houses have some creativity in them and encourages people to build outside of the main City for reasons such as lag.
I'm currently working on a gold reserve that can be robbed near the Police Base, this police base will have a moderately large prison similar to the size of the PEI one as you said.

Not "big" just the PEI jail with a cantin and and an outside area.
