I'll refer you to the application page, where you just answer, the applications questions with the best of your abillities.
To increase your chances, put alot of effort into the application - and tell the public of Pandahut what you believe in, why you instead of others - and why promote you as a leader/chief? What good will you do to the police force, that other great officers can't do?
Just in general be honest, and be a nice and resonable officer in general will make you go far.
