Join Count Limit

For some reason, I can only join Pandahut #10 when there is 21 people or less on the server. It's kind of annoying when I have to constantly refresh the server waiting for someone to leave. Then someone joins the server making there 23 people on and I'm stuck still trying to join. When I try to join the server with 22+ people on, it says the server's que is full. Thanks

This is in fact the sad norm. The spare two spots are for MVP+, which is 40 bucks.
On pandahut.net you can see the VIP and MVP ranks.

The reserved slots are made primarily for Staff members to be able to join the server in case they are needed.
