You are not banned on 13 but you have a ban on 10.

Why can't i join 13 without it saying "you are already playing on another server"?

Why can't i join 13 without it saying "you are already playing on another server"?Try these steps below as they may help you with your dilemma;
1. Join the server a couple of times
2. Restart your game
3. Look into This thread
4. Restart steam
